CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />SEPTEMBER 10, 2024 <br /> <br /> <br />CALL TO ORDER <br /> <br />Mayor Cadenhead called the meeting to order at 6:30 p.m. <br /> <br />PRESENT: Mayor Cadenhead, Councilmembers Nick Dragisich, Matt Hirn and Jeff Holtz. <br />ABSENT: Councilmember Katrina Beckstrom. <br /> <br />Staff present: City Administrator Miller, City Engineer Griffin, Public Works Director Powers, <br />Fire Chief Kalis and City Clerk Johnson. <br /> <br />Crosswalk Study Preliminary Findings and Discussion <br />Chris Brown, SRF Consulting, presented findings from a crosswalk study conducted by SRF, <br />noting goals and objectives, traffic control, vehicle volumes, pedestrian and bicycle volumes and <br />next steps. Key areas for potential location of crosswalks were discussed. <br />Lake Elmo Avenue Gardens Discussion <br />Connect Lake Elmo representatives Tara Cadenhead and Molly Brendemoen presented <br />information on planted areas in the downtown area along Lake Elmo Avenue and noted <br />opportunities for improvement. Landscape architect Steven Mastey presented suggestions for <br />trees and perennial plantings to replace and upgrade current plantings. <br />Discussion was held with Council consensus for pursuing the possibility of implementing the <br />landscape plan by examining the projected balance remaining in the CIP funds for this year. <br />City Support for Community Events <br />Discussion was held regarding city staff and public safety support currently provided for <br />community events organized by community groups. It was noted that as the community grows, <br />there is a greater need for guidelines regarding events to ensure safety. Councilmembers stated <br />that they support the events and encourage staff to continue to utilize the special event permit <br />process. <br />Right of Way Management <br />Councilmember Dragisich discussed costs the city could recoup related to city utilities located in <br />the right of way when damage occurs and also discussed his experience with franchise fees. <br />Staff was directed to add right of way management to strategic initiatives for further discussion. <br />Items for Future Workshop Agenda <br />Franchise fee discussion planned for a future workshop agenda. <br />Meeting adjourned at 8:22 p.m. <br />
