STAFF REPORT <br />DATE: 9/17/24 <br />CONSENT <br /> <br /> <br /> <br /> <br /> <br />TO: Lake Elmo City Council <br />FROM: Nathan Fuerst, AICP, Consulting Planner <br />AGENDA ITEM: Highpointe Crossing | Resolutions and OP PUD Ordinance <br />REVIEWED BY: Jason Stopa, Community Development Director <br /> <br /> <br /> <br />BACKGROUND: <br />Rachel Development is requesting Preliminary Plat and Open Space Planned Unit Development <br />(OP-PUD) approval for a 65-unit development on approximately 78 acres of land. The project is <br />to be called Highpointe Crossing and is located west of Inwood Avenue North between the existing <br />Torre Pines and Lake Elmo Heights subdivisions. The developer is requesting flexibility from the <br />Rural Residential zoning regulations to allow for an Open Space development. <br /> <br />The City’s Planning Commission reviewed and discussed this item at its regular meeting on July <br />22, 2024. After consideration of the reports of Staff, the Applicant, and the public hearing, the <br />Planning Commission voted 4-1 to recommend denial of the project. <br /> <br />At its meeting on August 20, the City Council reviewed the recommendation of the Planning <br />Commission, heard from City Staff, the Applicant and their Consultants, and member of the <br />Public. The City Council ultimately voted 4-0 to approve the development with the findings and <br />conditions proposed by staff, with the exception of allowing mowed grass trails to be installed as <br />proposed by the Developer.
