This resulted in a study <br />managed by community development, conducted by Bolton and Menk (B&M), which included a <br />survey, community engagement, Council workshops, and input from the Planning Commission. <br />After reviewing the survey and report created by B&M, Lake Elmo staff are proposing a text <br />amendment to the ordinance. Staff are proposing a general cleanup of the ordinance along with <br />new standards for consideration prior to rescinding the moratorium. The ordinance to rescind the <br />moratorium is on the 9/17 Council agenda. <br /> <br />ISSUE BEFORE THE CITY COUNCIL: <br />The City Council is being asked to review the proposed text amendment to the City’s Village <br />Districts Code. <br /> <br />PROPOSAL DETAILS: <br />City Zoning Code Sections under review: <br />• 105.12.770-840 (Zoning Code – Article XIII Village Districts) <br />• Lake Elmo Design Guidelines (separate from the zoning code) <br /> <br /> <br /> <br />REVIEW AND ANALYSIS <br />See attached. Proposed language is underlined. Deleted language is shown with a strikethrough. <br />The proposed text amendment promotes: <br />• Higher density, single-family detached housing <br />• Traditional Neighborhood Developments. Defined by the APA as a development that <br />exhibits several of the following characteristics: alleys, streets laid out in a grid system, <br />buildings oriented to the street, front porches on houses, pedestrian-orientation, <br />compatible and mixed land uses, village squares and greens. <br />• Allowing more permitted uses as opposed to conditional uses. <br /> <br /> <br /> <br />PUBLIC HEARING: <br />A notice of public hearing was published in the City’s official newspaper on August 30, 2024.
