b) Lot dimension reductions. Other reductions in dimensional standards may be <br />considered as part of a planned unit development if these reductions provide for <br />common open space within a development. <br />105.12.810 General Site Design Considerations; Village Districts <br />Development of land within the village districts shall follow established standards for <br />traffic circulation, landscape design, and other considerations as specified in the Lake Elmo <br />City Code (LEC). Traditional Neighborhood Development principles shall be followed. <br />a) The Lake Elmo Design Guidelines and Standards shall govern site design and <br />building design. <br />b) Circulation. <br />1. New access points to County State Aid Highway 14 may be refused or <br />restricted to right-in, right-out movement if alternatives exist. Internal <br />connections shall be provided between parking areas on adjacent properties <br />wherever feasible. <br />2. The number and width of curb cuts shall be minimized. To promote <br />pedestrian circulation, existing continuous curb cuts shall be reduced to <br />widths necessary for vehicular traffic, and unnecessary or abandoned curb <br />cuts shall be removed as parcels are developed. <br />c) Screening of existing residential structures. When a new more intensive residential <br />or non-residential development is proposed adjacent to an existing single -family <br />residential structure, screening shall be provided in accordance with LEC 105.12.480 <br />(f). The city may require buffering or screening above and beyond this section in <br />cases where the required screening will not provide an adequate separation between <br />the uses. <br />d) Sidewalks and/or trails. Where cul-de-sacs are permitted by the city, sidewalks or <br />trails are required to connect the bulb of the cul-de-sac with the nearest through- <br />road or trail. <br />e) Lake Elmo Theming Study. Elements of the Lake Elmo Theming Study not herein <br />described must be incorporated in to development within village districts where <br />applicable. <br />f) Alley design. Alleys shall be privately owned and maintained by the homeowners’ <br />association but shall be accessible to the public. Snow removal and grass cutting <br />may be assigned to the abutting homeowner. <br />1. Alley dimensions. The easement width shall be a minimum of 32 feet. The <br />roadway width shall be a minimum of 16 feet. The area between the property <br />line and the edge of road shall be a minimum of 8 feet or half of the road <br />width, whichever is greater and shall be provided on both sides of the road. <br />Alley design shall be approved by the engineering department to ensure that <br />adequate area is provided. <br /> <br />105.12.820 Development Standards For Specific Uses
