STAFF REPORT <br />DATE: September 17, 2024 <br /> REGULAR <br /> <br />AGENDA ITEM: Approve Plans and Specifications and Order Advertisement for Bids for the <br /> Well 2 PFAS Removal Equipment <br /> <br />SUBMITTED BY: Jack Griffin, City Engineer <br />REVIEWED BY: Nicole Miller, City Administrator Marty Powers, Public Works Director <br /> Chad Isakson, Assistant City Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council approve the Plans and Specifications and order the <br />Advertisement for Bids for the Well 2 PFAS Removal Equipment? <br /> <br />BACKGROUND: On February 20, 2024 the City Council approved the preliminary findings and <br />recommendations to proceed with design phase engineering for an Anion Exchange (IX) Treatment facility <br />for Well 2 using paired 8‐ft diameter and 15‐ft tall steel pressure vessels. More recently the MPCA approved <br />Amendment #1 and Amendment #2 to the Grant Amendment for this Project to allow for the design and <br />construction phase services to proceed while the full project grant application is reviewed and evaluated for <br />MPCA grant approval. <br /> <br />PROPOSAL DETAILS/ANALYSIS: The plans and specifications have been completed for the <br />procurement of the Well No. 2 PFAS Removal Equipment, consisting of 1 each anion exchange PFAS <br />removal system including 2 contact vessels and valve tree delivered to the site with 800 gpm capacity; 546 <br />CY pf anion exchange media delivered to the site and installed in the PFAS removal system; and 1 each <br />cartridge prefilter and cartridges delivered to the site. The procurement package is therefore ready to be <br />advertised for contractor bids and a bid date has been scheduled for October 3, 2024. Once received, bids <br />will be reviewed by staff and a recommendation for awarding a contract will be prepared for council <br />consideration at a future council meeting, tentatively scheduled for October 15, 2024. <br />FISCAL IMPACT: The Project Costs will be funded through a MPCA Grant through the 3M 2018 <br />Settlement Funds. Approval of the Project Construction Grant is tentatively scheduled for the October 1, <br />2024 council meeting and must be secured and executed prior to awarding a contract. Once contractor bids <br />are received, the actual equipment costs will be known and the council will be asked to consider entering <br />into a contract to order the equipment. <br /> <br />RECOMMENDATION: Staff is recommending that the City Council approve a resolution, approving the <br />plans and specifications and ordering the ad for bids for Well 2 PFAS Removal Equipment. The <br />recommended motion for the action is as follows: <br /> <br />“Move to approve Resolution No. 2024-100, approving the plans and specifications and ordering the <br />advertisement for bids for the Well 2 PFAS Removal Equipment.” <br /> <br />ATTACHMENTS: <br /> <br />1.
