The review consisted of the following documentation: <br /> Application Narrative dated August 2, 2024. <br /> Oak‐Land Middle School Addition Civil Site Plans, Sheets C000 and C703, dated August 2, 2024. <br /> <br /> <br />PRELIMINARY AND FINAL PLAT <br />1. County Roadway Right‐of‐way Dedication. As part of the Minor Subdivision, right‐of‐way dedication must <br />be provided along Manning Avenue (CSAH 15) and 10th Street (CSAH 10) in accordance with the <br />Washington County Transportation Plan and as approved by both the City and the County. The Preliminary <br />and Final Plat documents submitted as part of the application lack sufficient detail to allow for City review <br />and approval. Revised Preliminary and Final Plats are needed to detail the right‐of‐way dedication <br />requirements and to depict how those requirements are being met. <br />2. The extension of public watermain is proposed as part of the School Addition CUP/Minor Subdivision. <br />Easements must be provided, minimum 30‐foot‐wide centered over all public watermain/hydrant(s) when <br />not located within the public right‐of‐way. Easements must be free from all encroachments, including <br />retaining walls, trees, fences, small/dry utilities, or storm water management BMPs. Easements have been <br />shown on the Preliminary and Final Plats, however, extensive revisions will be required once the final utility <br />layout is approved by the City. <br />3. The Preliminary Plat scale must be corrected to facility additional review. <br /> <br />TRANSPORTATION IMPROVEMENTS AND ACCESS <br />1. Access Management. The CUP/Minor Subdivision approval should be contingent upon the District agreeing <br />to allow the southern secondary school access to Manning Avenue to be relocated further south when the <br />future neighborhood collector roadway is needed to serve this future development area. <br />2. Plan Sheet AP 5 should be revised to remove the Future Development Access proof of concept. The exhibit <br />shows that the future development access does not work as intended to serve as a neighborhood collector <br />roadway for the future development area. The southern school access to Manning Avenue will be required <br />to be relocated further south of the existing signalized intersection and the school will be required to <br />reconnect to the new access location at is sole cost. <br />3. The City supports the County’s request for the District to make internal site and operational improvements <br />as necessary to mitigate the peak traffic cueing onto Manning Avenue (CSAH 15) by parent drop‐offs and <br />pickups. <br /> <br />
