LAKE ELMO CITY COUNCIL MINUTES <br />December 17, 2024 <br />11. Award Contract for Well 2 PFAS Water Treatment Plant — Resolution 2024-132 <br />12. Approve Bolton and Menk Contract Renewal <br />13. Approve Bridgewater Village First Amendment to the Development Agreement <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE THE <br />CONSENTAGENDA AS PRESENTED. Motion passed 5 - 0. <br />ITEM 14: Truth in Taxation 2025 Budget <br />Finance Director Hadler presented the final 2025 budget and tax levy. <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO OPEN THE <br />PUBLIC HEARING. Motion passed 5 — 0. No comments were made. <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO CLOSE THE <br />PUBLIC HEARING. Motion passed 5 — 0. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE <br />RESOLUTION 2024-134 SETTING THE 2025 PROPERTY TAX LEVYAND ADOPTING <br />VARIOUS 2025 BUDGETS. <br />Discussion held regarding tax rate and tax increase. <br />Motion passed 5 — 0. <br />ITEM 15: 2025-2034 Capital Improvement Plan <br />Finance Director Hadler presented funding sources and an overview of currently planned <br />projects. <br />Councilmember Hirn, seconded by Councllmember Holtz, moved TO ADOPT THE 2025-2034 <br />CAPITAL IMPROVEMENT PROGRAM. <br />Discussion held regarding debt issuance and projected included in the plan. <br />Motion passed 5 — 0. <br />ITEM 16; Approve 2025 Fee Schedule <br />Finance Director Hadler noted changes made to the fee schedule for 2025. <br />Page 2 of 4 <br />
