CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />OCTOBER 8, 2024 <br /> <br /> <br />CALL TO ORDER <br /> <br />Mayor Cadenhead called the meeting to order at 6:30 p.m. <br /> <br />PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Councilmember Jeff Holtz <br />and Matt Hirn. ABSENT: Councilmember Nick Dragisich <br /> <br />Staff present: City Administrator Miller, Finance Director Hadler, Administrative Services <br />Director Goers and Deputy Clerk Schwemmer. <br /> <br />Franchise Fees <br />Finance Director Hadler presented the gas and electric franchise fee options for Xcel Energy and <br />CenterPoint Energy. Attorney Bob Vose with Kennedy and Graven, attending via Zoom, <br />provided background on what franchise fees are, the ordinance process and how often to review <br />it, and answered questions. Mike Wilhelmi, Community Relations Manager with Xcel Energy <br />for the Northeast Metro, provided more insight into different fee and term options, and answered <br />questions. Discussion was held regarding which council members were in favor of the proposed <br />franchise fee, diversification of revenue, rate options for residential and commercial, and allocating <br />the fee to which fund. <br />Council consensus to bring back the full contract the second meeting in November leaving the fee <br />structure as presented, dedicating the fee to the Park Reserve Fund and setting a public hearing. <br />Items for Future Workshop Agenda <br />A cannabis ordinance discussion is planned for a future workshop agenda. <br />Meeting adjourned at 7:36 p.m. <br /> <br />LAKE ELMO CITY COUNCIL <br /> <br />ATTEST: <br /> <br />Charles Cadenhead, Mayor <br /> <br />Rebecca Schwemmer, Deputy Clerk
