STAFF REPORT <br />DATE: October 15, 2024 <br /> CONSENT <br /> <br />AGENDA ITEM: Accept Bids and Award Contract for the Well 2 PFAS Removal Equipment <br /> <br />SUBMITTED BY: Jack Griffin, City Engineer <br />REVIEWED BY: Nicole Miller, City Administrator Marty Powers, Public Works Director <br /> Chad Isakson, Assistant City Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council accept the bids and award a contract for the Well <br />2 PFAS Removal Equipment? <br /> <br />BACKGROUND: On September 17, 2024 the City Council approved the plans and specifications for the <br />procurement of the Well No. 2 PFAS Removal Equipment, consisting of 1 each anion exchange PFAS <br />removal system including 2 contact vessels and valve tree delivered to the site with 800 gpm capacity; 546 <br />CY pf anion exchange media delivered to the site and installed in the PFAS removal system; and 1 each <br />cartridge prefilter and cartridges delivered to the site. The Project was advertised on QuestCDN.com and <br />in the Stillwater Gazette in accordance with the Minnesota Competitive Bidding requirements. <br /> <br />PROPOSAL DETAILS/ANALYSIS: Bids were received and opened electronically on October 10, 2024. <br />The City received 2 bids for the project. The bid results are detailed on the attached engineer’s letter of <br />recommendation, including base bid and alternate bid results. <br /> <br />Based on the bids received, the City’s consulting engineer is recommending that the City award the contract <br />to the lowest responsible bidder, Aqueous Vets for the Base Bid plus Alternate B (prerinsed IX media) for <br />a total contract amount of $660,970.71 as outlined in the attached letter. <br /> <br />FISCAL IMPACT: The Project Costs will be funded through a MPCA Grant through the 3M 2018 <br />Settlement Funds. The Project Grant Agreement was approved on October 1, 2024 in the amount of <br />$2,283,000. <br /> <br />RECOMMENDATION: Staff is recommending that the City Council approve, as part of the consent <br />agenda, a resolution accepting the bids and awarding a contract to Aqueous Vets for the Base Bid plus <br />Alternate B in the total amount of $660,970.71 for the Well 2 PFAS Removal Equipment. If removed from <br />the consent agenda, the recommended motion for the action is as follows: <br /> <br />“Move to approve Resolution No. 2024–108, accepting bids and awarding a contract to Aqueous Vets <br />for the Base Bid plus Alternate B in the total amount of $660,970.71 for the Well 2 PFAS Removal <br />Equipment.” <br /> <br />ATTACHMENTS: <br /> <br />1.
