6 <br /> <br />6. It is suggested that the School District provide options for safe walking routes to school for <br />students who wish to do so. <br /> <br />The City Engineer provided a review memo dated 9/23/24 with the following comments related to <br />Transportation Improvements and Access: <br />1. Access Management. The Proposed access locations along both Lake Elmo Avenue (CSAH 17) <br />and 10th Street (CSAH 10) must be approved by Washington County. <br />2. Turn Lane Improvements. As part of the site improvements, dedicated right and left turn lanes <br />must be constructed along Lake Elmo Avenue (CSAH 17) and 10th Street (CSAH 10) at both <br />access locations. Turn lanes must be constructed meeting Washington County standards. <br />3. Intersection Control Improvements. Traffic Control Improvements must be included as part of <br />the site improvements for the opening of the school as recommended by Washington County. A <br />traffic signal is required at the new access location along 10th Street North (CSAH 10), complete <br />with crosswalks. A temporary wood pole traffic signal, or alternate traffic control improvement <br />approved by Washington County, is required at the intersection of Lake Elmo Avenue (CSAH <br />17) and 10th Street (CSAH 10), compete with crosswalks. <br />4. Emergency Service Access. Emergency vehicle access to and throughout the site must be <br />reviewed and approved by the Lake Elmo Fire Department. <br />5. Bituminous Trails. The site improvements include the construction of a bituminous trail along <br />the east and south sides of the site along Lake Elmo Avenue and 10th Street. The grading plans <br />should be revised to eliminate the drainage swale obstruction that will impede any future <br />extension of the trail to the west along 10th Street. Consideration should also be given to the <br />provision of pedestrian connectivity internal to the school property and connection to the County <br />Park Preserve. <br /> <br />Due to the fact that Washington County is planning improvements at the intersection of Lake Elmo <br />Avenue and 10th Street North, City staff anticipates that there will be additional future costs to the City <br />that must be accounted for. With the County’s cost share policy, the primary costs to the City would be <br />the right of way acquisition and stormwater management. Due to the new Lake Elmo Elementary at this <br />location, the County has accelerated plans for infrastructure improvements to improve service after <br />determining improvements necessary due to the traffic study. The City’s staff suggest the following <br />requirements to address cost impacts to the City: <br />1. The Plat shall dedicate right of way as needed for future county intersection improvements. <br />2. The School District shall design the stormwater ponds to accommodate the needs for stormwater <br />management at the new intersection of CSAH 10 & 17. <br />3. The City will require a cost participation from the Applicant at no more than 50% of the City's <br />cost or $250,000, whichever is less, to account for the costs of the future intersection <br />improvements at County Roads 10 & 17. <br /> <br />CONDITIONAL USE PERMIT FINDINGS: City Code Section 105.12.290(a) provides findings <br />required for Conditional Use Permit approval. Staff recommends the following findings: <br />1. The proposed use will not be detrimental to or endanger the public health, safety, comfort, <br />convenience or general welfare of the neighborhood or the city. Approval of a conditional <br />use permit should not be detrimental to or endanger the public health, safety, comfort, <br />convenience or general welfare of the neighborhood or City. The City has required that the <br />Applicant submit evidence to determine impacts on woodlands, traffic, and noise.
