DESIGN GROUP | Landscape Architecture

www.calyxdesigngroup.com

RE: Lake Elmo Elementary School Tree Mitigation Exception Request

The new Lake Elmo Elementary School project is requesting an exception to the City’s tree preservation
and replacement standards. Standards for tree preservation exceptions by City Council are dictated by
Lake Elmo City Code Section 105.12.470.f.1

The proposed project site for the new Lake Elmo Elementary School is an existing agricultural field with a
significant amount of coniferous tree rows planted by the previous landowner. These trees are primarily 8”-
12” caliper red pines, scotch pines, blue spruce, and norway spruce. Per the historic aerial imagery below,
these gridded tree rows were planted between 1991 and 2003.

1991 Aerial Image 2003 Aerial Image

2014 Aerial Image 2024 Aerial Image

To develop this site for the new elementary school, a significant amount of the previous landowner planted
trees will need to be removed for the elementary building, parking, driveways, utilities, and stormwater
management. Diligent efforts were made by the Architect and Civil Engineer to limit site disturbance to the
East side of the property while maintaining the necessary functions and features of the elementary school.

Because a significant portion of the tree removals would be previous landowner planted trees, the project
is requesting that these landowner planted trees be exempt from a tree mitigation penalty.
