STAFF REPORT <br />DATE: November 6, 2024 <br /> REGULAR <br /> <br /> <br /> <br />AGENDA ITEM: Economic Development Authority Appointments <br />SUBMITTED BY: Julie Johnson, City Clerk <br /> <br />BACKGROUND: <br />The Economic Development Authority (EDA) is a legal entity created by the City to facilitate a well- <br />rounded development program to create flexible business assistance and development programs. The EDA <br />is governed by a board consisting of seven members; two members of City Council, and five of which are <br />real property owners, in good standing, from within the jurisdictional boundary of the City of Lake Elmo, <br />who are appointed by the Mayor with Council approval. Two alternates are also appointed. <br /> <br />Currently there are two vacant terms, as well as the two alternate positions. Ninna Waldoch’s term expires <br />12/31/24 and she would like to be reappointed. <br /> <br />ISSUE BEFORE COUNCIL: <br />Who should the Mayor appoint and Council confirm to the Economic Development Authority? <br /> <br />PROPOSAL: <br />Ninna Waldoch is seeking reappointment and Brandon Quam has applied for the EDA. Council will be <br />interviewing Mr. Quam at a special meeting prior to the regular meeting on November 6th. <br /> <br />OPTIONS: <br />Council may appoint Waldoch and Quam to the EDA and/or continue to advertise for applicants. <br /> <br />RECOMMENDATION: <br />“Motion to reappoint Ninna Waldoch to the Economic Development Authority for a term <br />ending 12/31/27.” <br /> <br />“Motion to appoint Brandon Quam to the Economic Development Authority for a term ending <br />12/31/27” <br /> <br />ATTACHMENTS: <br />• None
