STAFF REPORT <br />DATE: November 19, 2024 <br /> CONSENT <br /> <br />AGENDA ITEM: Approve Cooperative Agreement Purchase for the Well 2 Generator Equipment <br /> <br />SUBMITTED BY: Jack Griffin, City Engineer <br />REVIEWED BY: Nicole Miller, City Administrator <br /> Sarah Sonsalla, City Attorney Marty Powers, Public Works Director <br /> Chad Isakson, Assistant City Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council approve the purchase of the Well 2 Generator <br />Equipment through Sourcewell’s Cooperative Purchasing Program? <br /> <br />BACKGROUND: On February 20, 2024 the City Council approved the preliminary findings and <br />recommendations to proceed with design phase engineering for an Anion Exchange (IX) Treatment facility <br />for Well 2 using paired 8‐ft diameter and 15‐ft tall steel pressure vessels. The MPCA Grant Agreement for <br />the full Project design and construction was approved on October 1, 2024. <br /> <br />The project is being implemented through an accelerated project delivery schedule, consisting of three <br />separate contracts; 1) Well 2 PFAS Removal Equipment and Media; 2) Well 2 Generator Equipment; and <br />3) Well 2 PFAS Water Treatment Plant. <br /> <br />PROPOSAL DETAILS/ANALYSIS: On October 15, 2024, the City Council approved the plans and <br />specifications for the Well 2 Generator Equipment and scheduled the bid date for November 7, 2024. <br />Following this approval, City staff brought up the option to utilize the Cooperative Purchase Program for <br />the generator acquisition to obtain better pricing, ensure that the City obtains the specified equipment, and <br />to accelerate delivery to the site. The City is seeking to obtain a Cummins 150 KW natural gas generator. <br />The alternative procurement method was reviewed by the City Attorney and the MPCA to ensure <br />compliance with state contracting and bidding requirements and the requirements of the MPCA Grant <br />Agreement. <br />FISCAL IMPACT: The Total Project Costs, including the generator equipment, will be funded through a <br />MPCA Grant through the 3M 2018 Settlement Funds in the amount of $2,283,000. <br /> <br />RECOMMENDATION: Staff is recommending that the City Council approve, as part of the consent <br />agenda, a motion to approve the purchase of the Well 2 Generator Equipment through the Sourcewell <br />Cooperative Purchasing Agreement in an amount not to exceed $60,000. If removed from the consent <br />agenda, the recommended motion for the action is as follows: <br /> <br />“Move to approve the purchase of the Well 2 Generator Equipment, in the not to exceed amount of <br />$60,000, through the Sourcewell Cooperative Purchasing Agreement.” <br /> <br />ATTACHMENTS: <br /> <br />1.
