STAFF REPORT <br />DATE: DECEMBER 3RD 2024 <br />REGULAR <br />TO: <br />FROM: <br />City Council <br />Sophia Jensen, Senior City Planner <br />REVIEWED BY: Ashley Monterusso, City Planner <br />Jason Stopa, Community Development Director <br />AGENDA ITEM: Royal Golf Conditional Use Permits and Variance <br />INTRODUCTION: <br />The City received two conditional use permit applications and a variance application from Royal <br />Golf Club LLC. (the “Applicant”) for the property located at 11441 20th St N (The “Subject <br />Property”). The first conditional use permit is to add two pickleball courts to the property as an <br />additional outdoor recreation amenity. The second conditional use permit is for the expansion of <br />the existing clubhouse facility to include expanded restaurant facilities, an indoor golf lesson <br />simulator, and administration space. <br />To achieve the conditional use permits, the applicant must also request an impervious surface <br />variance. The applicant is seeking flexibility from 105.12.720 Table 10-2, which restricts <br />impervious surface to in the GCC zoning to 30%. Due to the existing lot layout and site <br />improvements, the parcel is already over the impervious surface maximum at ~46% hardcover. <br />The appliants is proposing to add 5,979 square feet of impervious surface, which will bring the <br />property total to 56.31%. The clubhouse parcel serves as the amenity parcel for the larger <br />pervious golf course. <br />Request Visual <br />Red box indicates pickleball courts.
