CITYWIDE WORK RULES #135 <br /> <br />ACCESS TO AND USE OF CITY PROPERTY <br />Any employee who has authorized possession of keys, tools, cell phones, pagers, or other city-owned <br />equipment must register their name and the serial number (if applicable) or identifying information <br />about the equipment with their supervisor. All such equipment must be turned in and accounted for <br />by any employee leaving employment with the city to resign in good standing. Employees are <br />responsible for the safekeeping and care of all such equipment. The duplication of keys owned by the <br />city is prohibited unless authorized by the city administrator. Any employee found to have an <br />unauthorized duplicate key will be subject to disciplinary action. <br /> <br />APPEARANCE <br />Departments may establish dress codes for employees as part of departmental rules. Personal <br />appearance should be appropriate to the nature of the work and contact with other people and should <br />present a positive image to the public. Clothing, jewelry, or other items that could present a safety <br />hazard are not acceptable in the workplace. Dress needs vary by function. Employees who spend a <br />portion of the day in the field need to dress in a professional manner appropriate to their jobs, as <br />determined by their supervisor. Employees may dress in accordance with their gender identity, within <br />the constraints of the dress codes adopted by the city. City staff shall not enforce the city’s dress code <br />more strictly against transgender and gender-diverse employees than other employees. <br /> <br />PERSONAL TELEPHONE CALLS <br />Personal telephone calls are not to interfere with city work and are to be completed as quickly as <br />possible. Any personal long-distance call costs will be paid for by the employee. Please refer to the cell <br />phone policy for information on the use of cellular phones. <br /> <br />SMOKING <br />The City of Lake Elmo observes and supports the Minnesota Clean Indoor Air Act. All city buildings and <br />vehicles, in their entirety, shall be designated as tobacco-free, meaning that smoking in any form <br />(through the use of tobacco products such as pipes, cigars, and cigarettes) or “vaping” with e-cigarettes <br />is prohibited while in a city facility or vehicle. Smoking of any kind, including pipes, cigars, cigarettes, <br />vaping with e-cigarettes, and the use of chewing tobacco, is prohibited for employees while on duty. <br />Employees 18 and over are allowed to smoke only during their breaks and lunch, and only in areas <br />designated for that purpose. <br />
