PURPOSE #100 <br /> <br /> <br />This handbook provides information the general administrative policies of the City of Lake Elmo. <br />These policies apply to all employees of the city., unless covered in a collective bargaining <br />agreement. Except where specifically noted, these policies do not apply to: <br />1. Elected officials <br />2. City Attorney <br />3. Members of city boards, commissions, and committees <br />4. Consultants and contractors <br />5. Volunteers, except as specifically noted for paid-per-call firefighters. <br />to you, as an employee of the City of Lake Elmo, about certain terms and conditions of your <br />employment. <br />If any specific provisions of the personnel policies conflict with any current union agreement or <br />civil service rules, the union agreement or civil service rules will prevail. Union employees are <br />encouraged to consult their collective bargaining agreement first for information about their <br />employment conditions. Nothing in these policies is intended to modify or supersede any <br />applicable provision of state or federal law. <br /> <br />The handbook summarizes major policies and programs related to your employment. The <br />policies They are not intended to be all-inclusive or to cover every situation that may arise. <br />These policies may be amended at any time at the sole discretion of the city, and they will <br />supersede all previous personnel policies. Except where noted otherwise, the city administrator <br />or their designee is charged with ensuring compliance with these personnel policies. Revisions <br />and amendments shall become effective upon approval by the City Council. When there is a <br />change in policy, we will update this handbook as soon as we can and inform all staff of the <br />change. <br />It is not, and should not be considered, an employment contract. Your continued employment, <br />and the conditions of employment, is solely within the discretion of the City of Lake Elmo. <br />No provision in this handbook is intended to create a contract between the City of Lake Elmo <br />and any employee. Except as otherwise prohibited by law, the City of Lake Elmo has the right <br />to terminate any employee at any time for any or no reason. Employees may similarly terminate <br />employment at any time for any reason. <br />Additional information about many of these policies and programs is available from the <br />city’s Administration office. Please take advantage of those resources to assure you are fully <br />aware of your rights and responsibilities as an employee of the City of Lake Elmo. <br />Nothing in this statement is intended to interfere with, restrain, or prevent concerted activity <br />as protected by the National Labor Relations Act (NLRA). Such activity includes employee <br />communications regarding wages, hours, or other terms or conditions of employment. The City <br />of Lake Elmo employees have the right to engage in or refrain from such activities. <br /> <br />These policies serve as an information guide to help employees become better informed and to <br />make their experience with the city more rewarding. Departments and other classes of <br />employees may have special work rules deemed necessary by the department head supervisor <br />and approved by the city administrator for the achievement of objectives of that department.
