STAFF REPORT <br />DATE: December 17, 2024 <br /> CONSENT <br /> <br />TO: City Council <br />FROM: Dustin Kalis, Fire Chief <br />AGENDA ITEM: Approve Joint Powers Agreement Between Washington County and the City of <br />Lake Elmo for Mass Community Notification System <br />REVIEWED BY: Nicole Miller, City Administrator <br /> <br /> <br />BACKGROUND: <br />Washington County and the City of Lake Elmo uses a mass community notification system to deliver <br />geo-targeted, time-sensitive information via email, SMS, voice, mobile app push notifications, <br />IPAWS and more depending on the severity of the situation. The notification system is used to send <br />critical communications, from evacuation notices and weather-related emergencies to missing person <br />alerts. This notification system has been used within Washington County since 2010. <br /> <br />ISSUE BEFORE COUNCIL: <br />Should the City Council approve joint powers agreement between Washington County and the City <br />of Lake Elmo for mass community notification system? <br /> <br />PROPOSAL DETAILS/ANALYSIS: <br />The current joint powers agreement is set to expire on December 31, 2024. The renewed agreement <br />will go into effect on January 1st, 2025. The county will no longer be billing an annual fee. The <br />agreement will remain in effect until such time as one or both parties terminate the agreement as <br />provided herein. The City may cancel this agreement with or without cause at any time upon giving a <br />thirty (30) days’ written notice to the County Sheriff or designee. <br /> <br />FISCAL IMPACT: <br />There is no budget impact with this agreement. Washington County has entered into an agreement and <br />purchases minutes annually to assist all agencies with Washington County. The minutes purchased by <br />the County are used for all emergency notifications at no cost to the city. <br /> <br />OPTIONS: <br />1) Approve joint powers agreement <br />2) Amend and then approve the joint powers agreement <br />3) Do not approve the joint powers agreement <br /> <br />RECOMMENDATION: <br />If removed from the consent agenda: <br />Motion to approve joint powers agreement between Washington County and the City of Lake Elmo <br />for mass community notification system? <br /> <br />ATTACHMENTS: <br />• Joint Powers Agreement Between Washington County and the City of Lake Elmo for Mass <br />Community Notification System
