Consistent with best practices in <br />human resources, recommendations from the League of MN Cities, and maintaining compliance <br />with Federal and State employment laws, the Administration department is recommending the <br />following updates to the City of Lake Elmo employee handbook. Does council approve the <br />recommended changes to the Employee handbook? <br /> <br />PROPOSAL DETAILS/ANALYSIS: <br /> <br />The following policies were amended to comply with recent changes in employment laws, <br />recommendations from the League of MN Cities, and updated language for clarification: <br /> <br />• Purpose – updated <br />• Harassment Prevention & Respectful Workplace—merged into one more succinct policy <br />and updated contact person from city administrator to administrative services director <br />• Employee Type & Conditions – updated language regarding seasonal employees <br />• Employee Recruitment & selection – minor updates <br />• Hours of Work—minor clarification updates <br />• Attendance & Absence—minor updates <br />• Discipline—updated contact person from city administrator to administrative services <br />director <br />• Separation from Service – minor updates <br /> <br />The following polices are NEW policies recommended to enhance employee engagement or to <br />comply with MN statute requirements and best practices in human resources: <br /> <br />• #230 Earned Sick and Safe Time (ESST) – new policy replacing Annual leave policy <br />• #235 Vacation Leave – new policy replacing Annual leave policy and updated cash out <br />conversion option. <br />• #236 Leave donation policy – NEW <br />• Wage Nondisclosure – Added New due to MN statute requirement <br />• Mandatory meetings – Added New due to MN statute requirement <br />• Personnel Files– Added New due to MN statute requirement <br />• FMLA– Added - had a policy but it wasn’t kept in personnel policies handbook <br />• EE Recognition—Added - had a policy but it wasn’t kept in personnel policies handbook <br /> <br />Staff believe that these overall policy recommendations will enhance the effective provision of <br />human resource management functions at the City of Lake Elmo. <br /> <br />FISCAL IMPACT: <br />There may be a financial impact if there is a large ESST balance at the end of the year that needs <br />to be cashed out. Based on 2024 PTO use reports, staff estimates that most staff will use their six <br />(6) days of sick leave. Sick leave and vacation are paid out at the same rate of regular wages so <br />employees taking time off doesn’t change the salary and benefit budget. <br /> <br />OPTIONS: <br />1. Approve the proposed updates to the employee handbook. <br />2. Make changes and approve the employee handbook <br />3. Do not approve the changes to the employee handbook.
