LAKE ELMO CITY COUNCIL MINUTES <br />May 6, 2025 <br />7. Approve Storm Water Appeal Determination <br />8. Approve Pay Request No. 2 for Well No. 2 PFAS WTP Project <br />9. Approve Pay Request No. 3 for Well No. 2 PFAS WTP Project <br />10. Approve Date for City Administrator Annual Review <br />11. Approve Hiring of Administrative Services Coordinator <br />Councilmember Dragisich, seconded by Councilmember Hirn, moved TO APPROVE THE <br />CONSENTAGENDA AS PRESENTED. Motion passed 5 - 0. <br />ITEM 12: Public Improvement Hearing: Approve Resolution Ordering the Improvement. <br />Accept Bids and Award Contract for the 2025 Street and Utility Improvements <br />City Engineer Stanley presented the project schedule and map, proposed improvements and <br />proposed assessments. Discussion was held regarding maintenance and life expectancy of the road <br />and curbs. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO OPEN THE PUBLIC <br />HEARING. Motion passed 5 — 0. <br />Karen Granovsky, 9855 55a' Street N., spoke on behalf of her and her neighbors, stating their <br />preference for no curbs on their street. <br />Brad Bergie, 9481 57th Street N., commented on the life span of the road requested a reduction in <br />assessment due to the current road not lasting as long as it should have. <br />John Burban, 9612 57th Street N., stated support for the project but requested a reduction in the <br />proposed assessment due to the current road not lasting as long as it should have. <br />Mike & Kathy Falco, 4101 Irish Court N., expressed appreciation for the project as their area had <br />drainage issues. <br />Brook Duerr, 4870 Jerome Avenue N., thanked the city for considering the road project and <br />noted that other areas in the city that have been recently repaved have cracking in the road. <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO CLOSED THE <br />PUBLIC HEARING. Motion passed 5 — 0. <br />Discussion was held regarding the longevity of the previous road and no parking signs. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE <br />RESOLUTION NO. 2025-038, ORDERING THE IMPROVEMENTS, ACCEPTING BIDS, <br />Page 2 of 4 <br />
