STAFF REPORT <br />DATE: July 8, 2025 <br />REGULAR <br />AGENDA ITEM: 2026 – 2035 Capital Improvement Program <br />FROM: Clarissa Hadler, Finance Director <br />CORE STRATEGIES: <br />☐Vibrant, inclusive, connected community ☒Efficient, reliable, innovative services <br />☒Responsive, transparent, adaptive governance ☒ Balanced Finances now and future <br />☐Managed Growth ☒Resilient Infrastructure <br />BACKGROUND: <br />Beginning this spring staff started developing recommendations for updates to the 2026-2035 <br />Capital Improvement Plan (CIP). <br />ISSUE BEFORE COUNCIL: <br />Does Council have any questions or revisions to the planned CIP? <br />PROPOSAL DETAILS/ANALYSIS: <br />A copy of the Draft 2026-2035 CIP reports is included in your packet. It includes projects that cost <br />at least $25,000 and have a useful life span of five years or longer. Projects are prioritized and <br />funding sources are identified. <br />The 2026-2035 CIP includes 145 projects with a total estimated cost of $133 million. These <br />projects include street work, vehicles and equipment (fire, public works, parks and utilities), park <br />and trail improvements, and utility infrastructure. <br />FISCAL IMPACT: <br />The total estimated costs of all the projects is over $133,000,000. Funding sources are identified <br />for each project. <br />RECOMMENDATION: <br />Discuss and provide feedback and direction as necessary. <br />Direction needed; <br />•Street Light Funding – Do we want to consider implementing a Street Light Utility Fund <br />or pay via a general tax? <br />ATTACHMENT: <br />•Draft 2026-2035 Capital Improvement Plan Reports
