Approve Youth Service Bureau 2026 Contract <br /> <br />Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0. <br /> <br />ITEM 10: 2025 Bond Sale <br /> <br />Tammy Omdahl, Northland Securities, presented results of the 2025A bond sale held earlier in <br />the day. 7 bids were received and Mooty’s affirmed the city’s AA1 bond rating. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE <br />RESOLUTION NO. 2025-054: A RESOLUTION AWARDING THE SALE OF $2,025,000 <br />GENERAL OBLIGATION IMPROVEMENT BONDS, SERIES 2025A; FIXING THEIR <br />FORM AND SPECIFICATIONS; DIRECTING THEIR EXECUTION AND DELIVERY; <br />AND PROVIDING FOR THEIR PAYMENT. Motion passed 4 – 1. (Dragisich – nay) <br /> <br />ITEM 11: Accept Bids and Award Contract for the I-94 Lift Station and Forcemain <br />Improvements <br /> <br />City Engineer Stanley presented the bids received for the project and noted that the bids came in <br />higher than the CIP estimated cost. <br /> <br />Councilmember Dragisich, seconded by Councilmember Holtz, moved TO APPROVE <br />RESOLUTION NO. 2025-055, ACCEPTING BIDS AND AWARDING A CONTRACT TO A-1 <br />EXCAVATING LLC, FOR THE BID AMOUNT OF $1,248,683.00 FOR THE I-94 LIFT STATION <br />FORCEMAIN REPLACEMENT PROJECT Motion passed 5 – 0. <br /> <br />Councilmember Dragisich, seconded by Councilmember Holtz, moved TO AUTHORIZE THE <br />CITY ADMINISTRATOR TO ENTER INTO A MATERIAL TESTING CONTRACT FOR THE <br />PROJECT CONSTRUCTION PHASE SERVICES IN THE NOT-TO-EXCEED AMOUNT OF $25,000 <br />FOR THE I-94 LIFT STATION FORCEMAIN REPLACEMENT PROJECT. Motion passed 5 – 0. <br /> <br />ITEM 12: Quarterly Goals Update <br /> <br />City Administrator Miller reviewed the progress made on the city goals identified in the 2025 <br />Goals Chart. Brief discussion was held and council members thanked staff for providing the <br />information.
