They are requesting an earlier collection time of 6:00 a.m. to accommodate their haulers’ schedules and the needs of our growing city. The current collection time is 7:00 a.m. The City Council discussed the request at their June 10th, 2025, workshop. Guidance was provided to Staff to conduct research of adjacent cities and bring forward an ordinance proposal. ISSUE BEFORE THE CITY COUNCIL: The City Council is being asked to decide on the proposed text amendment. PROPOSAL DETAILS: Sections under review: • 5.12.120 – ‘Conditions of Licensing’ PROPOSAL ANALYSIS: City staff has reviewed the cities of Oakdale, St. Paul, Woodbury, Hugo, Oak Park Heights, Stillwater, Forest Lake, Cottage Grove, Minnetrista, Lakeville, Waconia, and Maplewood. Of the cities reviewed, four have a start time of 6 a.m., six have a start time of 7 a.m. and two cities do not specify a time in their Ordinance. City Staff contacted Maplewood, Woodbury, and Cottage Grove, all of which permit waste collection to begin at 6:00 a.m. Staff at these adjacent cities confirmed that they do not receive complaints from residents when waste haulers come at 6:00 a.m. but do receive complaints when they come earlier than the code allows.
