(SEH®) is pleased to present this proposal for engineering services in support of the <br />demolition and removal of existing Water Tower No. 1 (Project). We appreciate the opportunity to assist the City <br />of Lake Elmo (City) with this project as it advances efforts to enhance its public water supply system. <br /> <br />Project Understanding <br />The City of Lake Elmo has identified its oldest elevated water storage facility, Water Tower No. 1, as an aging and <br />underutilized asset. With the successful construction and operation of Water Towers No. 2, 3, and 4, the City’s <br />water system has sufficient storage capacity, rendering Water Tower No. 1 obsolete and no longer necessary for <br />system operations. <br /> <br />This proposal outlines SEH’s approach to supporting the City through the full process of decommissioning and <br />removing Water Tower No. 1. As part of our services, SEH will: <br /> <br /> Guide the City through the planning and regulatory considerations associated with water tower <br />demolition. <br /> Develop detailed bidding documents that clearly define the project scope, safety requirements, and site <br />restoration expectations. <br /> Assist with contractor solicitation, including bid advertisement, pre-bid meeting coordination, and bid <br />review. <br /> Provide construction oversight services to ensure the demolition is carried out safely, efficiently, and in <br />accordance with the contract documents. <br /> Our goal is to support the City in safely removing this facility, eliminating potential long-term maintenance <br />liabilities, and restoring the site for potential future use. <br /> <br />Project Team <br />We propose the following team to provide the needed expertise to support City staff and successfully deliver this <br />project: <br />
