STAFF REPORT
DATE: August 14, 2025

TO: Mayor and Councilmembers
FROM: Dustin Kalis, Fire Chief
REVIEWED BY: Nicole Miller, City Administrator
ITEM: 2026 Fire Department Staffing Request

CORE STRATEGIES:

☐ Vibrant, inclusive, connected community ☒ Efficient, reliable, innovative services
☒ Responsive, transparent, adaptive governance ☒ Balanced Finances now and future
☒ Managed Growth

BACKGROUND:
Proposed in the 2026 budget is the addition of three new career captain positions and
adjustments to the paid-on-call (POC) structure within the fire department. These new positions
and structure adjustments were initially discussed during the 2025 goal setting process: 2025
Goal Setting Binder - Laserfiche WebLink

Reasoning for the Addition of Career Captain Positions:
- Calls for service continue to increase due to planned residential and commercial
development, an aging population and increase in community/area growth.
o Increase of 90 incidents year to date compared to 2024 (8/6/25).
 Increase of 432 incidents year to date compared to 2021 (8/6/25).
o 26.7% average call volume increase per year, last three years (2022-2024).
- Allow the ability to split the on-duty crew for certain call types to better cover over-
lapping calls and improve overall incident response city-wide, ensuring we are
maintaining our own effective response capabilities.
o 102 overlapping incidents within the last 12 months.
- Lessens the reliance of POC callback response, ensuring a more predictable and efficient
incident response for overlapping incidents.
o 129 POC callback responses within the last 12 months.
- Crew stability and performance will increase through consistent supervision, leadership
and training.
- Improves staff supervision through a more manageable span of control within the
department’s organizational structure. Department roster is forty (40) staff.
o Current POC Captain span of control is greater than seven.
- Will provide additional support and oversight to our fire inspection and community risk
reduction programs.
- Allows the department to meet the recommended NFPA (National Fire Protection
Association) minimum of four firefighters per engine responding to a fire.
