The
Long-Term Financial Plan for Utilities was completed earlier this year. Utility Fund budgets use the
assumptions within that study to project revenues for next year. The plan was to increase rates by 10%
again for 2026 to move those funds toward financial sustainability. Utility Funds do not affect the Levy
(property taxes).
Tax Levy & Impact
This section summarizes some of impacts to the levy and tax rate of the earlier discussions. Additional
historical tables have been added to the Appendices for a more thorough history.
The following table shows the proposed 2026 Levy and change from prior year.
2025 2026 $ Change % Change
General Fund Levy 5,588,958 6,700,000 1,111,042 19.88%
Debt Service Levy 3,251,728 3,455,453 203,726 6.27%
Capital Levies
Infrastructure Reserve Levy (new)93,333 500,000 406,667
City Center CIP Levy (new) 50,000 120,000 70,000
Park CIP Levy (new) 100,000 100,000 -
Ballpark Fund Levy 250,000 250,000
Vehicle & Equipment Levy* 400,000 450,000 50,000
Street Maintenance Levy* 600,000 630,000 30,000
TOTAL LEVY $ 10,084,019 $ 12,205,453 $ 2,121,434 21.04%
* Vehicle & Street Maint.
