See attached Location Map. The street maintenance work <br />programmed in 2025 was reviewed jointly by Public Works and Engineering to confirm the work to be <br />completed. <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council accept bids and award a contract for the 2025 <br />Crack Seal Project? <br /> <br />PROPOSAL DETAILS/ANALYSIS: Plans and specifications were completed for the 2025 Crack Seal <br />Project and contractor bids were received, publicly opened, and read aloud on Wednesday, August 13, <br />2025. An Engineer’s Letter of Recommendation and a Tabulation of Bids has been prepared and attached. <br />The City received five bids. However, the apparent lowest bidder, Asphalt Surface Technologies Corp., <br />made an error while bidding and would not be able to complete the work at their bid price. Asphalt Surface <br />Technologies Corp. has retracted their bid. <br /> <br />Of the remaining four bids, StonePros, LLC DBA SealPros provided the lowest bid of in the amount of <br />$240,855.40. Following review and verification of the bid tabulations, the City Engineer and Design <br />Engineer are recommending that the City Council award the contract to StonePros LLC DBA SealPros., as <br />outlined in the attached letter. The project was advertised on QuestCDN and in the Stillwater Gazette in <br />accordance with Minnesota competitive bidding requirements. <br /> <br />FISCAL IMPACT: Approval of this resolution commits the City to enter into a construction contract for <br />the project in the amount of $240,855.40. The project will be funded through the 2025 street maintenance <br />funds.
