Motion passed 4 - 0. <br /> <br />ITEM 11: Lake Elmo Airport Advisory Commission Appointment <br /> <br />Acting Mayor Holtz, seconded by Councilmember Dragisich, moved TO APPOINT <br />COUNCILMEMBER HOLTZ AS THE PRIMARY REPRESENTATIVE TO THE LAKE <br />ELMO AIRPORT ADVISORY COMMISSION AND COUNCILMEMBER KRAGNESS AS <br />THE ALTERATE. Motion passed 4 – 0. <br /> <br />ITEM 9: Approve Plans and Specifications and Order Advertisement for Bids for the Village <br />Parkway UPRR Crossing Improvements <br /> <br />City Engineer Griffin explained the status of the project and the next steps, noting that updated <br />costs will be presented to the City Council after bids are received. Discussion was held regarding <br />funds allocated in development agreements to contribute toward the cost of the improvements. <br />Council directed staff to clarify at the next Council meeting the funding sources in development <br />agreements allocated for the railroad crossing improvements. <br /> <br />Councilmember Hirn, seconded by Acting Mayor Holtz, moved TO APPROVE RESOLUTION <br />NO. 2025-010, APPROVING THE PLANS AND SPECIFICATIONS AND ORDERING THE <br />ADVERTISEMENT FOR BIDS FOR THE VILLAGE PARKWAY UPRR CROSSING <br />IMPROVEMENTS. Motion passed 4 – 0. <br /> <br />COUNCIL REPORTS <br /> <br />Acting Mayor Holtz: Reported on the upcoming airport commission meeting. <br /> <br />STAFF REPORTS AND ANNOUNCEMENTS <br />City Administrator Miller: Thanked the Council for participating in the goal setting session <br />and noted that the strategic plan is in the works. <br />City Engineer Griffin: Reported the 2025 Streets project upcoming neighborhood meetings. <br />Future Agenda Items <br />Councilmember Dragisich requested a discussion at a future workshop regarding trail and <br />sidewalk definitions.
