Final Plat Resubmittal, dated 1/07/2025, received 1/10/2025 <br />REVIEW HISTORY <br />1. 1/21/2025 – Northstar 2nd Addition Landscape and Tree Preservation Plan Review <br />LOCATION: North of Stillwater Boulevard North at 10880 Stillwater Boulevard North <br />CURRENT LAND USE CATEGORY: Village Low Density Residential (V-LDR) (PUD) <br />ADJACENT AND SURROUNDING LAND USE: V-LDR to north, Public Facilities (PF) to east, Stillwater <br />Boulevard to the south, and RT and RR to west of site. <br />SPECIAL LANDSCAPE PROVISIONS: Sunfish Lake - Shoreland Overlay <br /> <br />TREE PRESERVATION PLAN: 105. 12. 470 <br />• A tree preservation plan was submitted and approved as part of Northstar’s 1st Addition. <br />LANDSCAPE PLAN & LEGACY AT NORTHSTAR TRAIL CONNECTION: 105.12.480 <br />• The trail connection to the Legacy at Northstar development does not appear to meet minimum <br />spacing requirements. Applicant must revise trail alignment and resubmit plans to the satisfaction of <br />the Public Works Director. <br />• Trees proposed within the 2nd Addition appear to meet staff request to be a minimum of 15’ from the <br />trail edge; however, trees along the trail corridor within the Legacy and Northstar development will <br />require a relocation plan, which has not been submitted. Applicant should identify all trees on the <br />property within 15’ of the proposed trail edge and propose a relocation plan for them, to be reviewed <br />by the City Landscape Architect. <br />• A landscape plan for Northstar 2nd Addition has been submitted that meets code; however, City <br />requirements for the trail connection to Legacy at Northstar have not been met. <br /> <br />RECOMMENDATION: <br />Applicant must revise the plans for the Legacy at Northstar trail connection in order to ensure minimum <br />distance from the property line is met to the satisfaction of the Public Works Director and must identify all <br />existing trees within 15’ of that trail edge and propose new locations for them to be replanted. The city <br />landscape architect will then review the relocation plans prior to approval. <br />
