Page: 3 <br /> <br /> <br /> <br />9. Minimum floor elevations must be at least 2 feet higher than the adjacent 100-year HWL <br />elevation. Also, all low opening elevations for all buildings must be at least 1-ft higher than any <br />adjacent emergency overflow elevation (EOF). All building low floor and low opening elevations <br />must be clearly labeled on the grading plans. <br />10. All localized low points (catch basins) and low areas (land locked basins) must be protected within <br />a drainage easement up to the 100-year high-water level. The grading plans must be revised to <br />label and clarify the purpose of all low areas. <br /> <br />MUNICIPAL WATER SUPPLY <br />1. Connection to the municipal water system is available to the existing trunk watermain running <br />along Lake Elmo Avenue (CSAH 17). The applicant will be responsible for connecting to the existing <br />16-inch trunk watermain along Lake Elmo Avenue (CSAH 17) in two locations to create a looped <br />watermain network around the new school. A minimum 8-inch ductile iron watermain shall be <br />extended internal to the site and throughout the property as necessary to provide connection to <br />all proposed uses. <br />2. The project will require the placement of fire hydrants and water system valves internal to the <br />site as determined by the Lake Elmo Public Works Director and Fire Department. The site plans <br />show the watermain extension, hydrant locations and system valves generally consistent with City <br />requirements. Revisions may be necessary as the Construction Plans are finalized. <br />3. Minimum 30-foot easements centered over the pipe/hydrant have been shown on the plans as <br />required. <br />4. No watermain oversizing is anticipated as part of this Project. <br /> <br />SANITARY SEWER SYSTEM <br />1. A Comprehensive Plan Amendment has been approved to expand the Municipal Urban Service <br />Area (MUSA) for the property. Therefore, the extension of public sanitary sewer service will be <br />required to serve the new elementary school. <br />2. The applicant will be required to construct a privately owned and maintained sanitary lift station <br />on the district property and extend a private forcemain to a designated connection point to be <br />located on the northeast corner of Lake Elmo Avenue (CSAH 17) and 10th Street (CSAH 10). The <br />private forcemain will be combined with a new public forcemain to be installed by the City and <br />extended south along Lake Elmo Avenue (CSAH 17) to the existing sanitary sewer at 5th Street. <br />The new school sewer service will discharge by gravity to the new lift station. <br />3. It is anticipated that the sanitary sewer improvements will be partially constructed though a public <br />improvement project with both the private and public improvements to be paid by the District. <br /> <br />FINAL CONSTRUCTION PLANS & SPECIFICATIONS <br />1. Final Construction Plans and Specifications must be prepared in accordance with the latest version <br />of the City Engineering Design Standards Manual dated January 2022, using City standard details, <br />plan notes and specifications and meeting City Engineering Design Guidelines, unless otherwise <br />approved by the City. <br />2. The Construction Plans dated January 7, 2025 and submitted with the Final Plat application may <br />require revisions as determined by City plan review. No construction on the Project may begin <br />until the applicant has received City Engineer approval for the Final Construction Plans; the <br />applicant has obtained and submitted to the City all applicable permits, easements and <br />permissions needed for the project; and a preconstruction meeting has been held by the City’s <br />engineering department. <br />
