The traffic study recommends a northbound left turn lane at the County Highway 17 (listed as <br />10th Street in the traffic study)/Lake Elmo Elementary Bus Access due to high speeds; Washington <br />County concurs with this recommendation if left-in access is to be provided at this location. <br />Washington County continues to view this access as unnecessary, as inbound and outbound <br />buses could be provided safe and efficient access to the county highway system via the controlled <br />intersection at the proposed 10th Street access. If the developer feels that an access to Lake Elmo <br />Avenue must be installed, Washington County expects that this intersection will be designed and <br />constructed as a ¾ access preventing eastbound ‘left-outs’ from the School site and directing all <br />traffic to turn south. The Oak-Land Middle School has this configuration at its bus-only access to <br />County Highway 15 as well. Restricting exiting traffic to right turns only helps prevent the <br />excessive delays that may be experienced by left turns which would in turn generate demands for <br />an additional traffic signal or roundabout to provide safe left-out access. <br />5. The traffic study states that “the expected storage needed for an enrollment of 1100 students is <br />approximately 2400 feet long” but only 2100 feet of storage is provided. Washington County <br />cannot allow queuing to extend onto County rights-of-way and infrastructure, and will not permit <br />an access that does not provide for adequate on-site storage at day of opening and under a <br />future ‘full-build’ condition. <br />6. The intersection of CSAH 10 & CSAH 19 is in the draft CIP for construction 2029, with $5.25M <br />total planned investment. <br />7. Minimizing unnecessary access to county highways allows for turning movements to be <br />consolidated to locations where improvements such as turn lanes, traffic signals, and <br />roundabouts can mitigate traffic conflicts. As a condition of access permit approval, the county <br />may require the removal of other pre-existing access points and may also require the applicant to <br />mitigate the traffic safety and operational impacts of the proposed new access through the <br />installation of various highway improvements including turn lanes, traffic signals, or roundabouts <br />Still haven't heard a compelling reason for this access. <br />8. School District staff have communicated that busing will be provided for students in <br />neighborhoods surrounding the new Lake Elmo Elementary, but this appears to conflict with <br />information provided on the district’s website stating, “Routes are currently being redrawn to <br />give priority to all students living 2 miles or further from school and others required by law to <br />receive busing.
