STAFF REPORT
DATE: 3/18/2025
REGULAR

TO: Mayor and Council
FROM: Jason Stopa, Community Development Director
AGENDA ITEM: Support submitting a Letter of Intent to the 3M Priority 2 fund for a multi-
use path connecting the future Central Greenway Regional Trail to
Sunfish Lake Park
REVIEWED BY: Ashley Monterusso, City Planner

CORE STRATEGIES:

☒ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services
☒ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future
☒ Managed Growth ☐ Resilient Infrastructure

BACKGROUND:
The City is acquiring land for a recreational park adjacent to Sunfish Lake Park. The park would connect
Sunfish Lake Park to the County Park Reserve. The Central Greenway Trail is proposed to run through
the Park Reserve to Stillwater Blvd. and head east to the Old Village. A multi-use path from Sunfish
Lake Park would provide a connection to the future regional trail.

Priority 2 of the 3M Settlement provides $20 million in grant funds to compensate for losses to
recreational and ecological resources resulting from PFAS released by 3M. Grant funds will be used to
fund projects designed to enhance aquatic resources, wildlife habitat, and outdoor recreational
opportunities. The DNR and MPCA have elected to solicit project proposals directly from the
organizations and communities via a public RFP process. Before applying for the grant, the applicant
must submit a Letter of intent (LOI), this is a brief project description to determine whether a project
qualifies for Priority 2 funding.

ISSUE BEFORE COUNCIL:
Would City Council support a letter of intent to apply for 3M Priority 2 grant funds for a multi-use path
connecting the future Central Greenway Regional Trail to Sunfish Lake Park.

PROPOSAL DETAILS/ANALYSIS:
The bituminous multi-use trail would run west of and adjacent to Sunfish Lake Rd. The path would be
approximately 0.5 miles.

FISCAL IMPACT:
No fiscal impact
