Motion <br />passed 5 – 0. <br /> <br />ITEM 13: Accept Bids and Award Contract for Old Village Garden Improvements <br /> <br />Public Works Director Powers and Sara Evenson, HKGi landscape architect, presented the project <br />purpose, public engagement and preferences gathered from public open house events. Ms. <br />Evenson discussed the possibility of adding additional trees in the project area and reviewed quotes <br />received. <br /> <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE THE <br />OLD VILLAGE GARDEN IMPROVEMENT PLANS AS PROPOSED BY HKGI AND <br />CONTRACT WITH HOFFMAN & MCNAMARA FOR REMOVAL & INSTALLATION IN <br />2025 AND TO CONTRACT OUT PROFESSIONAL ANNUAL MAINTENANCE IN FUTURE <br />YEARS FOR THE OLD VILLAGE GARDENS ALONG LAKE ELMO AVE. NOT TO <br />EXCEED $50,290 IN 2025. Motion passed 5 – 0. <br /> <br />ITEM 14: Sidewalk/Trail Snow Removal Ordinance Update <br /> <br />Public Works Director Powers reviewed updated definitions of trails and sidewalks, noting areas <br />where the city would be required to clear snow from trails if the changes are adopted. Director <br />Powers also discussed communication with HOAs on the proposed changes. <br /> <br />Councilmember Hirn, seconded by Councilmember Kragness, moved TO INCLUDE A <br />SIDEWALK DEFINITION IN ORDINANCE 1.08.010, AND NOT INCLUDE THE TRAIL <br />SNOW REMOVAL LANGUAGE AS OUTLINED TO BE INCLUDED IN THE SIDEWALK <br />SNOW REMOVAL ORDINANCE 9.16.120 <br /> <br />Discussion held regarding trails abutting residential areas versus city right of way. <br /> <br />Councilmember Dragisich, seconded by Councilmember Holtz, moved TO TABLE THE <br />CURRENT ITEM. Motion passed 5 – 0. <br /> <br />ITEM 15: Upgraded ISO Public Protection Classification <br /> <br />Fire Chief Kalis reviewed the results of a recent ISO review of the city’s fire department and <br />dispatch, noting that the city’s rating has been upgraded to Class 4. <br />
