LAKE ELMO CITY COUNCIL MINUTES <br /> March 18, 2025 <br /> <br /> <br />Page 3 of 4 <br /> <br />ITEM 14: Approve Old Fire Station and Public Works Building RFP <br />Community Development Director Stopa reported that the EDA has prioritized redevelopment of <br />the old fire station and adjacent public works building site in the Old Village and requested <br />authorization to issue an RFP for the sale of the property. <br />Councilmember Hirn, seconded by Councilmember Dragisich, moved TO APPROVE THE <br />REQUEST FOR PROPOSAL FOR DISPOSITION OF THE FORMER FIRE STATION AND <br />PARKS BUILDING. Motion passed 4 – 0. <br /> <br />ITEM 15: Approve Utility Rates and Fee Changes for 2025 <br /> <br />Finance Director Hadler reviewed information presented at the March 11, 2025 City Council <br />Workshop and presented proposed utility rate changes for 2025. <br />Councilmember Dragisich, seconded by Councilmember Hirn, moved TO APPROVE <br />ORDINANCE 2025-09 ADOPTING THE 2025 CITY OF LAKE ELMO FEE SCHEDULE. <br />Motion passed 4 – 0. <br /> <br />Councilmember Hirn, seconded by Councilmember Dragisich, moved TO ADOPT <br />RESOLUTION 2025-09 AUTHORIZING PUBLICATION OF ORDINANCE 2025-09 BY <br />TITLE AND SUMMARY. Motion passed 4 – 0. <br /> <br />ITEM 7: Accept Improvements and Easton5th <br /> <br />City Engineer Stanley noted a change in the warranty period for improvements that was updated <br />after the meeting packet was prepared. <br /> <br />Councilmember Hirn, seconded by Councilmember Kragness, moved TO ACCEPT THE <br />IMPROVEMENTS AND APPROVE THE SECURITY REDUCTION AS DETAILED IN THE <br />ATTACHED WORKSHEET FOR EASTON VILLAGE 5TH ADDITION, CONTINGENT ON <br />THE DEVELOPER BEING CURRENT WITH ALL PAYMENTS AND OBLIGATIONS IN <br />ACCORDANCE WITH THE DEVELOPMENT AGREEMENT. Motion passed 4 – 0. <br /> <br /> <br /> <br />STAFF REPORTS AND ANNOUNCEMENTS <br />City Administrator Miller: Thanked Public Works crews for removing the Brookfield sign. <br />Community Development Director Stopa: Reported on zoning preemption currently proposed <br />at the state legislature. <br /> <br />Meeting adjourned at 8:27 p.m.
