<br /> STAFF REPORT <br />DATE: May 6, 2025 <br /> REGULAR <br /> <br />TO: Mayor and Councilmembers <br />FROM: Dustin Kalis, Fire Chief <br />AGENDA ITEM: Upgraded Insurance Service Office Public Protection Classification <br /> <br /> <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community ☒ Efficient, reliable, innovative services <br />☒ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☒ Resilient Infrastructure <br /> <br />BACKGROUND: The Public Protection Classification (PPC) program is a tool developed by Insurance <br />Services Office (ISO) to help insurance companies measure the risk of fire losses in a community and is <br />used when deciding what businesses to write, coverages to offer or prices to charge for personal or <br />commercial property insurance. ISO is an independent organization that serves insurance companies. ISO <br />is not an insurance company and only provides advisory services and information to many insurance <br />companies. <br /> <br />PPC scores range from 1 to 10, with Class 1 representing superior property fire protection and Class 10 <br />indicating that an area doesn't meet the minimum fire suppression program criteria set by the ISO. <br />According to ISO, the PPC program is important to communities and fire departments, as communities <br />whose PPC ratings improve may get lower insurance rates. PPC also provides fire departments with a <br />valuable benchmark and is used when planning, budgeting and justifying fire protection improvements. <br /> <br />PROPOSAL DETAILS/ANALYSIS: ISO has completed its analysis of the structural fire suppression <br />delivery system provided for our community. The recent survey has resulted in a Public Protection <br />Classification (PPC) upgrade as we are now rated as a Class 4. Our previous rating of a Class 5 was achieved <br />in 2018. The Class 4 rating will be effective June 1, 2025. <br /> <br />Overall, the fire department received an Earned Credit score of 61.60 out of a total Credit Available <br />of 105.50. <br /> <br />Residents and commercial property owners are encouraged to contact their insurance providers and inquire <br />if this rating upgrade will lower their insurance rates. <br /> <br />FISCAL IMPACT: None. <br /> <br />RECOMMENDATION: No council action necessary. <br /> <br />ATTACHMENTS: <br />1) 2025 Insurance Service Office Public Protection Classification Letter <br />2) 2025 Insurance Service Office Public Protection Classification Report
