LAKE ELMO CITY COUNCIL MINUTES <br /> May 20, 2025 <br /> <br /> <br />Page 2 of 3 <br /> <br /> <br />ITEM 7: Approve ULI TAP for 180 Acres <br /> <br />ULI Minnesota presented recommendations from the EDA for a 2.5 day Technical Assistance <br />Panel for the city owned 180 acres to provide outside private market perspectives. <br /> <br />Councilmember Dragisich, seconded by Councilmember Hirn, moved TO APPROVE THE <br />2.5-DAY PROPOSAL FROM ULI FOR A TAP FOR THE CITY OWNED 180 ACRES. <br />Motion passed 4 – 0. <br /> <br />ITEM 8: Accept Bids and Award Contract for the Stillwater Area School District Utility <br />Improvements <br /> <br />City Engineer Stanley presented the project schedule, scope of improvements and connection <br />charges for the extension of city water and sewer to the Oak Land Middle School site. <br />Councilmember Dragisich, seconded by Councilmember Hirn, moved TO APPROVE <br />RESOLUTION NO. 2025-040, ACCEPTING BIDS AND AWARDING A CONTRACT TO <br />GM CONTRACTING, INC, FOR THE BID AMOUNT OF $1,044,814.00 FOR <br />STILLWATER AREA SCHOOL DISTRICT UTILITY IMPROVEMENTS. Motion passed 4 <br />– 0. <br />Councilmember Hirn, seconded by Councilmember Kragness, moved TO AUTHORIZE THE <br />CITY ADMINISTRATOR TO ENTER INTO A MATERIAL TESTING CONTRACT FOR <br />THE PROJECT CONSTRUCTION PHASE SERVICES IN THE NOT-TO-EXCEED <br />AMOUNT OF $30,000 FOR THE STILLWATER AREA SCHOOL DISTRICT UTILITY <br />IMPROVEMENTS. Motion passed 4 – 0. <br />ITEM 9: Appointment of Parks Commissioner <br /> <br />Councilmember Hirn, seconded by Councilmember Kragness, moved TO APPOINT TRACY <br />PETERSON TO THE PARKS COMMISSION. Motion passed 4 – 0. <br /> <br />COUNCIL REPORTS <br />Councilmember Dragisich: requested a discussion of the city’s storm water fees at a future <br />meeting. <br /> <br />STAFF REPORTS AND ANNOUNCEMENTS <br />Community Development Director Stopa: Provided an update on the status of the old fire <br />station on Laverne Avenue. <br />
