Motion passed 5 - 0. <br /> <br />ITEM 9: Primrose Daycare Conditional Use Permit <br /> <br />Planner Monterusso presented the request for a new daycare facility at 11899 Upper 40th Street <br />North in the newly constructed Bridgewater Village. Marvin Wensman, Development Manager <br />for Primrose, address questions regarding parking and traffic at peak drop off and pick up times. <br /> <br />Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE <br />RESOLUTION 2025-044 APPROVING THE REQUEST FROM PRIMROSE SCHOOLS <br />FRANCHISE CORPORATION FOR THE ESTABLISHMENT AND CONSTRUCTION OF <br />A DAYCARE FACILITY AT 11899 UPPER 40TH ST. BASED ON THE FINDINGS OF FACT <br />AND THE CONDITIONS LISTED IN THE STAFF REPORT. Motion passed 5 – 0. <br /> <br />ITEM 10: Berschens Minor Subdivision and Zoning Map Amendment <br /> <br />Senior Planner Jensen reviewed the application for shifting of lot lines as part of estate planning <br />to create new lots that are more conforming with city standards. <br /> <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT ORDINANCE <br />2025-11 AMENDING THE CITY ZONING MAP FOR PID 10.029.21.13.0002 FROM <br />PUBLIC FACILITIES TO RURAL RESIDENTIAL AS PRESENTED BY CITY STAFF. <br />Motion passed 5 – 0. <br /> <br />Councilmember Holtz, seconded by Councilmember Dragisich, MOVED TO ADOPT <br />RESOLUTION AUTHORIZING PUBLICATION SUMMARY ORDINANCE 2025-11 WITH <br />APPROVAL OF RESOLUTION 2025-045. Motion passed 5 – 0. <br /> <br />Councilmember Holtz, seconded by Councilmember Kragness, moved TO RECOMMEND <br />APPROVAL OF RESOLUTION 2025-046 APPROVING THE BERSCHENS SHORES 3RD <br />ADDITION MINOR SUBDIVISION BASED ON THE FINDINGS OF FACT AND <br />CONDITIONS PRESENTED IN THE STAFF REPORT. Motion passed 5 – 0. <br /> <br />ITEM 11: 2026 Street and Utility Improvements <br /> <br />City Engineer Stanley presented an overview of the project area, existing street conditions, scope <br />of improvements and the project schedule. <br /> <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE <br />RESOLUTION NO. 2025-043, ORDERING PREPARATION OF PRELIMINARY DESIGN, <br />GEOTECHNICAL SERVICES AND FEASIBILITY REPORT FOR THE 2026 STREET <br />AND UTILITY IMPROVEMENTS. Motion passed 5 – 0. <br /> <br />
