include the replacement of the existing 90-inch culvert as it crosses Hudson Boulevard. The failed culvert <br />was discovered last fall as part of the Amira Subdivision Improvements and was then incorporated in the <br />2025 CIP to be addressed as a City project. <br /> <br />During detailed design it was determined that the new forcemain crossing at Hudson Boulevard and the <br />forcemain connection work at the lift station will require open cutting and a full closure of the roadway due <br />to the presence of multiple utility lines. The open cut trench will expose the existing 90-inch large diameter <br />culvert that was originally planned to be rehabilitated through trenchless lining of the pipe. However, due <br />to both the timing and scope of the forcemain improvements, it has been determined that the culvert <br />rehabilitation work can be completed at less cost if removed and replaced with new pipe during the <br />forcemain project rather than lining the pipe before or after. It is also determined that the impacts to the <br />roadway closure of Hudson Boulevard can be minimized by combining the two projects under one contract. <br /> <br />Additional Lift Station Upgrades: <br />As part of the forcemain design, the sanitary sewer service area was reviewed and analyzed to address <br />current and future operations, based on the ultimate sanitary sewer service needs provided by the Planning <br />Department. The system was also reviewed with respect to the Met Council sewer improvements currently <br />in construction, to ensure that the lift station operations are capable for meeting Met Council interim and <br />ultimate discharge conditions. <br /> <br />Through this review it has been determined that the lift station pumps will need to be replaced, with the <br />new pumps being operational at the time the new forcemain is placed into operation. The pump selection <br />and configuration analysis remains in progress with recommendations to be brought forward for council <br />consideration at a future date. <br /> <br />FISCAL IMPACT: The 2025 CIP includes an identified Project Cost Estimate of $900,000 for the I-94 <br />Lift Station Forcemain Improvements to be paid through the sanitary sewer utility fund. Additional Lift <br />Station Upgrades that were not identified in the 2025 CIP will be presented at a future date with the scope <br />of recommended improvements together with estimated costs. <br />The 2025 CIP also includes an identified Project Cost Estimate of $400,000 for the Hudson Boulevard <br />Culvert Improvements to be paid through the storm sewer utility fund. <br />RECOMMENDATION: Staff is recommending that the City Council approve the plans and specifications <br />and order the advertisement for bids for the I-94 Lift Station and Forcemain Improvements, including the <br />replacement of the Hudson Boulevard Culvert. <br />Motion to approve Resolution No. 2025-046, Approving the Plans and Specifications and Ordering <br />the Advertisement for Bids for the I-94 Lift Station and Forcemain Improvements. <br /> <br />ATTACHMENTS: <br /> <br />1.
