Approve Pay Request No. 4 for the Hudson Blvd. Improvements – Segment A <br /> <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0. <br /> <br />ITEM 13: Set Sale Resolution – 2025 Bond Issuance <br /> <br />Tammy Omdahl, Northland Public Finance, reported on the sale date and anticipated interest rate. <br />Ms. Omdahl recommended that the city seek a rating review as well. Discussion was held <br />regarding city policy related to incurring debt for street projects. <br /> <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE <br />RESOLUTION NO. 2025 - 045: A RESOLUTION PROVIDING FOR THE COMPETITIVE <br />NEGOTIATED SALE OF $2,185,000 GENERAL OBLIGATION IMPROVEMENT BONDS, <br />SERIES 2025A. Motion passed 4 – 1. (Dragisich – nay) <br /> <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE <br />MUNICIPAL SERVICES AGREEMENT WITH NORTHLAND SECURITIES, INC. Motion <br />passed 5 – 0. <br /> <br />ITEM 14: Approve Plans and Specs and Order Ad for Bids for I-94 Lift Station and <br />Forcemain Improvements <br /> <br />City Engineer Stanley presented the location and scope of the proposed improvements and <br />reviewed the project schedule. <br /> <br />Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE <br />RESOLUTION NO. 2025-046, APPROVING THE PLANS AND SPECIFICATIONS AND <br />ORDERING THE ADVERTISEMENT FOR BIDS FOR THE I-94 LIFT STATION AND <br />FORCEMAIN IMPROVEMENTS. Motion passed 5 – 0. <br /> <br />ITEM 15: Inwood 8th Addition Prelminary Plat, PUD and Comprehensive Plan Amendment <br /> <br />Contract Planner Nathan Fuerst presented a review of the land use analysis, design standards, <br />landscaping, parking requirements and conditions of approval. Discussion was held regarding <br />traffic, sidewalks and pedestrian access to parks in the area. <br /> <br />Emily Becker, M&I Homes, noted revisions made to the plan based on input from the Planning <br />Commission and city staff. Ms. Becker also addressed questions regarding stormwater reuse, <br />traffic and exterior building materials.
