Prepared by: Bolton & Menk, Inc.
Pavement Management Plan ǀ City of Lake Elmo Page 8
IV. PAVEMENT MAINTENANCE / REHABILITATION SCHEDULE
All streets have a limited life span which can be lengthened by proper care and maintenance. A street with
little or no maintenance can last less than 20 years before it needs to be completely reconstructed. Many
variables such as underlying soil conditions, drainage provisions, quality of initial street construction, and
traffic loads can have dramatic effect on the overall life. Figure 1 shows the typical deterioration of a street
when no routine maintenance is performed.

FIGURE 1
Figure 2 shows the timely scheduling of periodic pavement maintenance and the effect on extending the
useful life of the roadway. The graph shows the normal performance (life cycle) curve of pavement from
new condition to problem condition within 18 years. The graph also shows how the periodic maintenance
and overlaying reverses the declining condition, returning the pavement to a much better condition and
extending its useful life to 40+ years.
