Prepared by: Bolton & Menk, Inc.
Pavement Management Plan ǀ City of Lake Elmo Page 10
V. STREET CAPITAL IMPROVEMENT PLAN (CIP)
The 10-year Street CIP Planning Map for 2026-2035 is included in Appendix C of this Report and the Plan
Costs are further detailed in Appendix D. The city maintains a 10-year Street CIP that presents an overview
of the scheduled capital street projects necessary to address pavements that have or are projected to
exceed their useful service life and can no longer be effectively maintained. Streets that have exceeded
their life expectancy are programed for reclamation or reconstruction.
The Street CIP also includes collector street improvements that may be needed to address transportation
capacity limitations, support growth and development, and to participate in cost sharing for the County
and State roadway system. The 10-year horizon of the CIP provides the city with an opportunity to
evaluate project priorities annually and to adjust the timing, scope, and cost of projects as new
information becomes available.
The 10-year CIP plan estimates $26.7 million for the reconstruction of the local streets, $12.6 million for
collector street improvements, and $8.3 million in cost participation for County Roadways.
