<br />14 CITY OF LAKE ELMO, MN <br /> <br />Figure 7: Miles of Paved Road per PW FTE <br /> <br /> <br />Examined individually, the figures presented in this section do not often tell a clear story or identify the cause of <br />observed trends. However, when these figures are considered as a whole, there is a compelling narrative that the <br />rapid growth within the City has not been met with proportional growth in the Public Works workforce in recent <br />years. Perhaps the strongest evidence of this is seen in reviewing each of the graphs, focusing on 2019 onward. In <br />each case (with the one exception of miles of paved road per FTE), the general trend indicates leaner staffing in 2023 <br />than in 2019. This metric is significant in that 2019 was the most recent year an additional Public Works Operator <br />FTE was added. These individuals are the ones who actually perform the labor required of the Department’s assets. <br />Since 2019, the only other FTE added to the Department was an Assistant Director in 2022. <br /> <br />LABOR SUPPLY HAS NOT INCREASED IN PROPORTION TO WORKLOAD DEMANDS <br />The previous section showed through a number of graphs how the workload demands have grown relative to the <br />number of full-time Public Works employees. This section will show the total labor supply within Public Works, <br />measured in annual hours worked, has remained relatively constant between 2019 and 2024, using timecard data <br />provided by the City for those years. There is an increase in hours that occurs around 2022, which corresponds to <br />the hiring of the Assistant Director position.
