An organization that serves a lower density <br />service area requires more time spent driving to and from jobsites and must maintain more infrastructure per resident <br />(i.e., greater lengths of roads per resident, more water pipe per resident, etc.). Figure 9 shows that, from a streets <br />perspective, Lake Elmo is substantially less dense than its peers. The average peer has 266 residents per street mile, <br />while Lake Elmo has only 139 residents per street mile.
