<br />24 CITY OF LAKE ELMO, MN <br /> <br /> <br />Figure 15: Sewer Pipe (mi.) / Sewer FTE <br /> <br />LAKE ELMO’S WATER AND SEWER ARE LIGHTLY STAFFED COMPARED TO NATIONAL <br />AVERAGES <br />The American Water Works Association (AWWA) conducts an annual benchmarking survey of water and <br />wastewater utilities. A primary staffing metric is the number of water or sewer accounts served per water or sewer <br />FTE. The AWWA reports the results of their survey at the 25th percentile, median, and 75th percentile. Using the <br />number of FTEs calculated by the timecard data for 2023 as well as the number of water and sewer accounts for <br />2023, a comparison of Lake Elmo’s water and sewer staffing rates are made to the AWWA surveyed data in Figure <br />16 and Figure 17. The calculated values for both water and sewer are observed to be much leaner than the staffing <br />of 75% of the responding utilities. However, the value of this comparison is limited. Many of the water respondents <br />operate more complex surface water treatment plants and most of the wastewater respondents operate treatment <br />plants, whereas the City’s sewer operations are conveyance only. Nevertheless, the comparison does show that Lake <br />Elmo is more lightly staffed than almost all other utilities.
