If the City Council would elect to not allowing existing courts within 600 ft of a residential home, staff <br />would suggest removal of all pickleball nets from the park system as none of them meet the 600 ft <br />recommendation. Suggestions for these areas could include basketball courts, volleyball courts or hockey <br />rinks. <br />In 2026 the proposed plan will be to resurface the pickleball courts at Lions Park. If City Council elects to <br />follow the 600 ft. recommendation and remove the courts, staff will not continue the planning of this project <br />and can discuss with the Parks Commission different recommendation for the area. <br />At this time staff is not recommending a noise barrier at any of the sites as the current noise levels have not <br />exceeded the current city ordinance and does not believe the sound mitigating blankets will resolve the <br />noise issues for the residents. The initial cost of $35,000 and to routinely replace the blankets as needed is <br />a substantial cost and can create hidden areas for unwanted activity <br />The Parks Commission discussed the issue at its August 2025 meeting. The commission is recommending <br />a change in playing hours at Lions and Pebble Park from dawn to dusk starting in 2026??. This would <br />eliminate the need for any lighting at either park during the summer hours and would likely create more <br />quiet time in the late evenings. <br />FISCAL IMPACT: <br />There is no financial obligation at this time, any action by City Council will be implemented going <br />forward at the schedule of City Council. <br />If future plans could include construction of replacement courts in a different location, this would <br />be considered as a new CIP item. <br />OPTIONS: <br />1)Remove all the pickleball courts and search for an area that would meet the 600ft <br />distance. <br />2)Approve a setback distance of 120 feet for existing courts between existing courts to <br />residential homes <br />3)Adjust playing hours to allow more quiet time early in morning and late evenings. <br />4)Add Sound Mitigating Blankets on Pebble Park Court Fence and/or others <br />5)Do nothing at this time. <br />RECOMMENDATION: Adjust the playing hours of Pickleball Courts to Dusk to Dawn or shorter <br />to allow for more quiet time for neighboring residents.
