STAFF REPORT <br />DATE:09/02/2025 <br />Consent <br />TO: CITY COUNCIL <br />AGENDA ITEM: WATER METER PURCHASE <br />FROM: Assistant Public Works Director – Adam Swanepoel <br />REVIEWED BY: Public Works Director – Marty Powers <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☐ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☒ Managed Growth ☐ Resilient Infrastructure <br />BACKGROUND: <br />Public Works staff continue to supply water meters to new construction and update old water meters as <br />needed throughout the city. New construction continues to be stable, and new meters are needed for these <br />new accounts. For the past six years the city has installed Sensus water meters for all water accounts. In <br />2025, new software was purchased to automatically read the meters vs quarterly drive by reading. This <br />provides more accurate and timely data for accounting and billing purposes. <br />ISSUE BEFORE COUNCIL: <br />Based on the recommendation of Public Works, should the City Council approve the purchase of 175 water <br />meters and meter supplies? <br />PROPOSAL DETAILS/ANALYSIS <br />Accountability of all city water is mandated by the DNR, and the goal to keep water loss below 10% for the <br />fiscal year. New water meters are extremely accurate, and new software has allowed city staff to inform <br />homeowners of potential leaks or abnormal water use patterns. Continuing to install these water meters <br />allows the system to remain consistent with one style meter and allows city staff to monitor one program. <br />2025 prices of meters has remained unchanged from 2024. <br />FISCAL IMPACT: Not to exceed $75,000. (This expense is included in the 2025 Water Utility Budget) <br />OPTIONS: <br />Approve purchase of a bulk meter order <br />Deny purchase of bulk meter order. <br />Table for further discussion. <br />RECOMMENDATION: <br />“Motion to recommend the purchase water meters and supplies.” <br />ATTACHMENTS: <br />Core and Main – Meter pricing
