LAKE ELMO CITY COUNCIL MINUTES <br /> December 20, 2022 <br /> <br /> <br />Page 4 of 5 <br /> <br />THE STAFF REPORT. Motion failed 1 – 1 – 3. (Cadenhead – not voting. Beckstrom, <br />Dorschner, Holtz – nay). <br /> <br />Discussion held regarding density and bonus points. Staff and City Attorney Sonsalla provided a <br />reminder regarding statutory rules that apply to consideration of final plats and PUDs. <br /> <br />Councilmember Holtz, seconded by Mayor Cadenhead, moved TO RECONSIDER THE <br />PREVIOUS MOTION BASED ON FEEDBACK RECEIVED FROM STAFF AND THE <br />CITY ATTORNEY. Motion passed 4 – 1. (Dorschner – nay) <br /> <br />Councilmember Holtz, seconded by Mayor Cadenhead, moved TO APPROVE RESOLUTION <br />2022-124, APPROVING THE FINAL PUD PLANS FOR 9450 HUDSON BOULEVARD <br />BASED ON THE FINDINGS OF FACT AND CONDITIONS OUTLINED IN THE STAFF <br />REPORT. Motion passed 3 – 1 – 1. (Beckstrom – abstained, Dorschner – nay) <br /> <br />COUNCIL REPORTS <br /> <br />Mayor Cadenhead: Noted winter storm is coming and provided information on package thefts <br />in the city. <br />Councilmember Beckstrom: Thanked Councilmember Dorschner for his service on the Council. <br />Councilmember Dorschner: Commented on his final Council meeting, thanked the citizens for <br />electing him and recognized his fellow Councilmembers. <br />Councilmember Holtz: Thanked the Fire Department for hosting the Cub Scouts and providing <br />a tour of the fire station. <br /> <br />STAFF REPORTS AND ANNOUNCEMENTS <br /> <br />Administrator Handt: Asked residents to consider applying for vacancies on the Parks and <br />Planning Commissions. <br /> <br />City Engineer Griffin: Provided an update on the Parkview-Cardinal Ridge project. <br /> <br />CLOSED SESSION <br /> <br />Councilmember Holtz, seconded by Councilmember McGinn, MOVED TO ENTER CLOSED <br />SESSION PURSUANT TO MINN. STAT. 13D.05, SUBD. 3(A) TO DISCUSS THE <br />PERFORMANCE OF EMPLOYEE MOLLY JUST. Motion passed 5 – 0. <br /> <br />Closed session held. <br /> <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO RETURN TO OPEN <br />SESSION. Motion passed 5 – 0. <br />
