STAFF REPORT <br />DATE: January 3, 2023 <br /> REGULAR <br /> <br />AGENDA ITEM: Parks Commission Appointments <br />SUBMITTED BY: Kristina Handt, City Administrator <br /> <br />BACKGROUND: <br />The Parks Commission is established to review and make recommendations to the Council on the future <br />development of city parks, including the establishment of and improvements to the parks, and to make <br />recommendations to the Council on policies governing the maintenance and public use of the parks within <br />the city. The Parks Commission shall consist of 7 members. The voting members shall be appointed by <br />the City Council for a 3-year term. <br /> <br />The terms of three commissioners expired 12/31/22: Peter Kastler, John Ames, and Vito Bloyer. In <br />addition, there is a 2 year term that has been vacant since Andrew Hodge’s resignation this fall. <br /> <br />ISSUE BEFORE COUNCIL: <br />Who should the Council appoint to the Parks Commission? <br /> <br />PROPOSAL: <br />Commissioners Kastler and Bloyer have applied to be re-appointed. Staff would recommend Bloyer be <br />appointed to the 2 year term to coincide with the remainder of his high school years. <br /> <br />The city received an application for Parks Commission from Ellen Esch and interviewed her in a special <br />meeting prior to the January 3rd meeting. <br /> <br />The city will need to continue to advertise for applicants to fill the remaining position. Council members <br />are encouraged to recruit interested persons. <br />OPTIONS: <br />Any of the above individuals would be eligible for appointment to the commission. <br /> <br />RECOMMENDATION: <br /> <br />“Move to appoint Peter Kastler to the Parks Commission for a term ending 12/31/25” <br /> <br />“Move to appoint Ellen Esch to the Parks Commission for a term ending 12/31/25” <br /> <br />“Move to appoint Vittorio Bloyer to the Parks Commission for a term ending 12/31/24” <br />
