<br />17 NorthPoint Industrial Park – Lake Elmo, MN │Traffic Analysis <br />January 2022 <br /> <br />5.4 OPENING YEAR (2025 ) NO-BUILD INTERSECTION ANALYSIS <br />The Opening Year (2025) No -Build Condition analysis was completed to develop an understanding of the <br />baseline operating conditions for the study area without the addition of the development traffic. The traffic <br />volumes shown in Exhibit 4 were used in the Opening Year (2025) No -Build analysis. As previously <br />discussed, these volumes were developed based on turning movement counts collected in August 2021, <br />traffic projections from the Lake Elmo Comprehensive Plan and the Willowbrooke development . Signal <br />timings were not changed from existing year (2021) conditions. <br />Tables 12 – 13 provide a summary of the average delay (seconds per vehicle) and LOS under Opening <br />Year (2025) No -Build Conditions for each movement at the study intersections during the AM peak hour <br />and PM peak hour, respectively.
