<br />23 NorthPoint Industrial Park – Lake Elmo, MN │Traffic Analysis <br />January 2022 <br /> <br />• Ideal Avenue N & 34th Street N – The southbound approach is anticipated to have excessive <br />queueing, with queues potentially impacting operations at the upstream intersection of Ideal <br />Avenue N & 31st Street N. As prev iously mentioned, this is a result of the existing geometry being <br />over capacity for the southbound approach. <br />The southbound approach at Ideal Avenue N & Stillwater Boulevard N was expanded to include a dedicated <br />left turn lane, a dedicated through lane, and a dedicated right turn lane to mitigate operational issues in the <br />Horizon Year (2040) No -Build Conditions. Tables 18 – 19 provide a summary of the average delay <br />(seconds per vehicle) and LOS under Horizon Year (2040) No -Build Conditions with mitigation for each <br />movement at the study intersections during the AM & PM peak hour, respectively. The movements that are <br />anticipated to operate at LOS E are shown in yellow and the movements that are anticipated to operate at <br />LOS F are shown in red.
