Introduction <br />Pursuant to Minnesota Rules, part 4410.3610, subpart 5c, the Responsible Governmental Unit (RGU) shall revise the environmental analysis <br />document based on comments received during the comment period. The RGU shall include in the document a section specifically <br />responding to each timely, substantive comment received that indicates in what way the comment has been addressed. <br />The 30-day Alternative Urban Areawide Review (AUAR) comment period began February 1, 2022, and comments were accepted through <br />March 3, 2022. Five comment letters were received from government agencies and eight comment letters from the public. Responses to <br />those comments are included in the following sections, and copies of the comment letters are included in Appendix F. <br />2. Minnesota State Historic Preservation Office <br />Comment Response <br />Historic Properties (Item 14) <br />Based on our review of the project information, we conclude that there are no <br />properties listed in the National or State Registers of Historic Places, and no known or <br />suspected archaeological properties located in the area will be affected by this project. <br />Comment noted. <br />3. Minnesota Department of Natural Resources <br />Comment Response <br />Land Use (Item 9) <br />Page 16, Lake Elmo 2040 Comprehensive Plan. Please note that the reconstruction of <br />the sanitary sewer lift station will need a separate DNR Water Appropriation Permit if <br />the dewatering for the reconstruction will exceed 10,000 gallons per day, or one milli on <br />gallons per year. The DNR Permit Application should be submitted electronically using <br />the Minnesota Permitting and Reporting System (MPARS) website at: <br />https://webapps11.dnr.state.mn.us/mpars/public/authentication/login <br />Comment noted.
